Leidos will provide support of Major Construction Planning, Programming, and Execution for European Defense Initiative
(EDI) Major Programs at RAF Fairford. Leidos will provide the personnel and services for planning, requirements documents, coordination with installation agencies, headquarters elements, host nation and contractor personnel for the effective execution of the work and inspection services to ensure the work delivered by the UK Government's Contractor is meeting the US Air Force requirement.
Place of duty will be RAF Fairford and RAF Welford, United Kingdom.
Senior Program Manager
Responsibilities: The Senior Program Manager (SPM) will administer all task order requirements. The SPM shall be the single focal point for all Leidos and Government correspondence. The Contractor SPM shall provide clear and consistent written and verbal response to the Government within 12 business hours of Government initiated communication (e.g., return phone calls, emails or other correspondence).
The SPM shall be responsible for ensuring the planning, construction site visits, quality verifications, and integrated planning schedule are maintained to ensure the major project program is managed in accordance with the Project Management Institute's Standard for Program Management, 4th Edition and the Project Management Body of Knowledge from the owner/users perspective. The SPM shall be responsible for the quality of project programming and planning products produced by the team and ensure they are compliant with Air Force and DoD Regulations, Instructions and Handbooks. The SPM shall ensure furnishings and fit out planning is accomplished and shall ensure the requirements packages are prepared and delivery/installation scheduled to align with project/program milestones.
The SPM shall serve as the lead for the USAF project/program management team to deliver the program on schedule, within budget, and within scope. The SPM will interface daily and be collocated with the U.K. Ministry of Defence and Defence
Infrastructure Organisation's (DIO) program management team and partner with them to deliver the program. The SPM shall ensure site visits are conducted during construction by his team and ensure the construction is following the US design intent and will satisfactorily meet the US requirements, standards and codes. The SPM shall be familiar with all applicable (1) federal, state,
and local statutes, instructions, manuals, handbooks, regulations, guidance, policy letters, and rules (including all changes and amendments), and (2) Presidential Executive Orders, in effect on the date of issuance of the TO, including Air Force Instructions (AFI), Unified Facilities Criteria (UFC) and Unified Facilities Guide Specifications (UFGS). The SPM shall also be familiar with all applicable United Kingdom statutes and agreements. Also, the SPM shall refer to the Air Force Civil Engineer Center (AFCEC) Technical Services Quality Assurance Program, Guidance for Contract Deliverables (GCD), current version, unless otherwise specified. The GCD is a reference document to be used in the generation of contract deliverables.
Qualifications: Minimum of 15 years' experience in planning, programming, and construction of military-related projects with at least 10 of those years involved with airfields. The resume shall demonstrate work with programs/portfolios of similar size and scope as that proposed in the following sections. SPM must be a US citizen and possess an active SECRET security clearance.
EDUCATION & EXPERIENCE: Requires a BA degree and 8 - 12 years of prior relevant experience or Masters with 6 - 10 years of prior relevant experience.
