SC Department of Public Safety Program Manager I (County Director) / P61012584 in Chester County, South Carolina
Under limited supervision plans, the Program Manager I will organize and direct the operation of a County Department of Social Services (DSS) office operations ensuring a positive work environment. Must be accountable for the financial operations, personnel practices, and delivery of services to clients through Human Services Programs and Economic Services Programs. Maintain working relationships with other service providers and presents a positive image of the agency in the community. Ill work under the direction of the Child Welfare Services Regional Director for Human Services.
Manage the staff that administers Human Services Programs. Coordinates Adult Protective Services, Child Protective Services and Foster Care Program ensuring that policy and procedures are adhered to.
Manage the staff that administers Economic Services Programs. Coordinates Family Independence and SNAP Programs ensuring that policy and procedures are adhered to.
Ensure the proper management, expenditure and record keeping of funds in order to maintain the fiscal budget.
Promote and maintain positive agency communications with County Legislative Delegation, Foster Care Review Board, Guardian Ad LItem, County Advisory Board, County Government and other community partners.
Approve or disapprove all personnel actions.
Work to improve county DSS resources. Plans and coordinates activity with local county government regarding facility needs and other budgeted services provided by the county.
Respond to complaints and inquiries.
Participate and serves on various civic/county/regional boards and other community activities which have a direct relationship to DSS. Coordinates County Advisory Board meetings is applicable.
Minimum and Additional Requirements:
A Bachelor's Degree and four (4) years of experience in any combination of social work, management, business administration, administrative services or public administration.
A Master's Degree and three (3) years of experience in any combination of social work, management, business administration, administrative services or public administration.
or an equivalent combination of education and experience as approved by the Division of State Human Resources.
Knowledgeable of laws, regulations, policies, and procedures related to child welfare specifically as they pertain to the intake process. Leadership skills and experience. Ability to critically think and make critical decisions regarding safety and risk; design, organize, and coordinate major projects and programs and manage people; and communicate effectively. Supervisory experience is required.
