The Wisconsin Department of Health Services (DHS), Division of Medicaid Services (DMS); Bureau of Adult Long Term Care Services (BALTCS) is currently recruiting to fill a Contracts Specialist-Advanced in Madison, WI.
DHS is located at 1 W. The Include, Respect, I Self-Direct (IRIS) program is a Medicaid home and community-based services waiver for self-directed long-term supports. The Contracts Specialist will primarily be responsible for the inventory, development and governance of the office of IRIS Management (OIM) contracts.
This position will also be responsible for the development, tracking and preparation for approval of the ICA and FEA provider payments. This position will also help oversee the non-benefit (i.e. administrative) contracts in IRIS which include; ombudsmen services, 1-2 bedroom certification, self-directed personal care oversight agency, IRIS call center, and the complaint, grievance and quality assurance contract, and the IRIS case management software contract with Micropact. In addition, this position will be responsible for the forms and publication management in OIM.
Due to the nature of this position, all applicants will be required to allow DHS to conduct a background check to determine whether the circumstances of any convictions may be related to the job being filled.
Experience developing and managing contracts; performing tasks such as reviewing for compliance, evaluating reporting measures, and/or meeting contractual deadlines.
Experience providing training and/or technical assistance and problem resolution to contracted providers.
Excellent written and oral communications skills.
Proficient in Microsoft Excel.
Well qualified candidates will also have:
Experience in the collection, analysis and reporting of contractual obligations and non-contract compliance.
Experience reviewing policies and procedures and identifying opportunities for contract improvements.
Experience with long term care programs.
Experience with accounting principles, practices, or programs.

Salary: The starting salary is between $60,320-$72,800 per year depending on qualifications, plus excellent benefits. This position is in pay schedule and range 07-03. A 12 month probationary period is required.
