As a Legal Administrative Specialist (Public Contact) you will provide information and assistance to veterans, their dependents and beneficiaries concerning the full range of VA benefits and related non-VA benefits. The full performance level is (GS-10) without further competition after meeting time-in-grade and specialized experience requirements.
The Legal Administrative Specialist (Public Contact) explores all avenues of assistance available to the veteran and takes positive action to encourage individuals to fully utilize these benefits.
As a Legal Administrative Specialist you will:
Learn more about this agency
- Counsel veterans, their dependents, and beneficiaries regarding the full array of benefits available through the Department of Veterans Affairs, as well as non-VA benefits available through other organizations concerned with veterans.
- Analyze the claim and initiates action to obtain all required evidence to support the claim.
- Explain the types of documents necessary to facilitate timely processing of claims and provides assistance in obtaining and completing such documents and forms as required by the type of claim being submitted or services requested.
- Prepare technical correspondence to veterans and their dependents providing benefit information, representation rights and response to miscellaneous inquiries.
- Serve as a resource for the veteran community by participating in events and programs, such as the Military Transition Assistance Program, Armed Forces Day booths, Veterans Organizations seminars, etc.
- Act as advocate for veterans and their beneficiaries in their dealings with other VA elements and organizations that affect their claims.

To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Analyzing medical and/or benefit information and making determinations; (2) Explaining decisions for disability rating and/or benefits to the public; and (3) Explaining the benefit claim process to individuals.
Experience refers to paid and unpaid Example included below: * Conducting personal and telephone interviews and prepares written correspondence to explain range of benefits. * Analyzing claims and initiate actions to obtain all required evidence and provide oversight * Interpreting programs before the general public or groups of people to include preparing training materials, administering regulations, principles, operating requirements, etc. * Work that involves supervising or performing administrative work concerning benefits, claims or services available to the public. Or applicants may substitute education for the experience required to qualify at the GS-10 level:
GS-10: Master's degree or equivalent graduate degree or 2 1/2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D.
Applicants may also combine education and experience to qualify. To calculate, first identify the percentage of required education you have earned. When substituting, you can use graduate level education you have earned beyond a bachelor's degree. Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify.
For example, an applicant who has one year of graduate level education (i.e. 50% of graduate education required for GS-9) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position at GS-9. If you qualify based on a combination of graduate education and specialized experience, you must submit a copy of your official college transcript with your application.

Time-in-grade:Applicants who are current federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-10 position you must have served 52 weeks at the GS-09 level. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50. See the required documents section for more information. Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; driving an automobile, etc. No special physical demands are required to perform the work.
